A few insights and possible answers.

1- The chassis is Albion, which was probably the most common chassis used by Merryweather in the thirties for many kinds of appliances .
2- Despite the delivery date being 1935, the ladder looks wooden. If this is right, it is going to be no longer than 85 feet.
3- The reference to M23 may be its length in meters, equal to 75 feet?
4- The chassis has both a midships pump and a first aid hose reel, suggesting that it may also have had a small water tank? All this takes up extra space - hence a rather elongated chassis?

So, perhaps both a short ladder AND a long wheelbase chassis, likely originally designed by Albion for a bus or coach……

Perhaps I have got this all wrong, but some of these suggestions might fit with what we see here!
