I'm pretty sure this engine is a Kovatch (see kovatch.com), manufactured in Nesquehoning, a small town (pop. about 3500) in northeastern Pennsylvania. Philadelphia acquired a number of these in the mid-1990s. The city property office uses a 6-digit inventory number for all its vehicles -- this one is 960355 (or maybe 968355, it's hard to tell). The first two digits are the year it was placed on the books.

This Fire Truck is a 1996. In the City of Philadelphia, the first 2 numbers on the vehicles identification number are it's year.

It could be a KME (Kvatch Mobile Equipment) truck, but they usually have a distinctive radiator grille. With so many manufacturers using the same design cab, bought out from a third party coachbuilder, its often very hard to tell which truck builder in the US has assembled any individual truck. Very few commercial trucks are used in major cities, so identification can be hard.

The second engine looks like an American La France. As for the tiller aerial, its hard to see, but it may also be another "Alfie".
