Chad, is that a law-enforcement rumbler siren below the windscreen, thanks?

Yes that is a Spartan Gladiator chassis, thousands in service just like it all across U.S.A. Note the Spartan Diamond badge just below the small cab window between the doors.
Also that is a white strobe mounted above the front grille, looks to be have been added on by the dept., probably of Whelen manufacture.
The rumbler siren is much smaller, it can readily be seen on Federal Signal's website.
