Although it looks like a brush pumper, this is designed to be first due structure fire tender - hence the ladder gantries and absence of a monitor.

The 4X4 chassis has been specified because it is in a mountainous region with (as seen here) a lot of snow!

With its large tank and comprehensive bodywork, this Iveco is almost certainly right at its weight limit, and probably struggles when it comes to the very steep hills in its response area.
