Pat,these lights are FRANCIS type D7,the brochure says "7 inch diameter Dioptric rotating beacon". These were from the 1960's,way before strobe lights were invented,i think that they are glass rather than a plastic type lens. The light output is poor.

I rode on this machine, and it went so fast you couldn't tell if the lights were flashing or not! Beautifully and lovingly maintained whilst on the run by Firemen Meighen and Atkin assisted by the Brigade mechanic!
I served on that pump escape, and i don`t think The front beacons are original, also the instrument panel lights were poor, so a external strip light was fitted. the front bell is manually powered from the OiC seat.

Jim, on the Delta-64 website there is a photo taken in 1967 of the lineup of appliances at Strand Road. The PE had this type of beacons fitted then. There is also a photo of Bootle No 3 Pump Ladder, a Dennis F26 with a Lacon 45ft ladder, this to had a Francis beacon.
