Looks like she has an LDH - Large Diameter Hose - stretched, ready to transfer water. And, 2 sets of folding wheel-chocks on the rear-wheels.

3,000 US gallons would be 2,500 Imperial Gallons, or 11,356 litres of water - a welcome arrival at a rural fire-scene.
