The vehicle in the background cannot be both an IRU and a HVPU. Incident Response Units are mass decontamination units specifically used at chemical incidents and any terrorist attack with a nuclear or biological threat. High-Volume Pumping Units are heavy-duty pumps and hose-laying modules for use at major fires or flooding. All this government-sponsored equipment is carried by M.A.N. prime movers. This prime mover in Harrogate looks like it is carrying a HVPU module.
