No it isn`t a former scud carrier. It is fire engine made by a new chassis, one of a lot of the same manufacturer, a special purpose on airfields. The same chassis has many destination, eg. scud carrier or heavy fire engine or heavy military technical rescue or heavy gasoline tender.
