Florianopolis is the capital of the federal state of Santa Catarina, in southern Brazil. ABT is the Brazilian code for 'auto bomba tanque': a pumper with a bit larger tank (for water / foam) then a basic pumper.
In Brazil 'ABT-52' simply means: ABT number 52.

Yes it really is a Volkswagen! MAN, which is owned by VW, builds trucks in Brazil, and the VW car brand is so well established that their trucks are marketed as Volkswagens.

Other domestic truck manufacturers include Scania and Ford, so both Scanias and Ford Cargo fire trucks are very popular there, as well as being exported to other South American countries.
