In the Netherlands practically every fire department has one or more trucks like this for their dive teams and/or water rescue.

The plethora of open water, canals, rivers and lakes in close proximity to so many people means that water related accidents of all kinds are unfortunately very commonplace...

A more positive aspect of all this easily accessible open water is that there is usually plenty of supply readily available when it comes to fire fighting!
