The missing number plate means it is a reserve Eng. I think. Used to block the road so the hose doesn't get run over. Hose in the road was used for the mobile home fire on 4-14 in South Bartow Co.

Must be an American thing, where there's a blame, there's a claim....

Unless the brake works on the propshaft, which would cause the vehicle to rock back and forth slightly as it pumped water etc.

#1 for Pavel, it is a cover to the Air Conditioning unit. Keeps sticks and such out of it.
#2 for Stacko, We have air parking brakes. No manual handbrake. The wedge is what we call a wheel chock. the theory is if you loose the brakes, the truck won't roll away. There have been stories of apparatus "jumping into gear" and that might slow it down. (Yea, right.)

I think that setting Wheel Chocks at the Fire-Scene is SOP [Standard Operating Procedure] for most Fire Departments in Canada and USA - safety measure.
Fuel Oil Delivery trucks have to chock, when pumping to a house or business; and
also when aboard one of our river ferries.
We had a fully laden double-axle dump truck roll slowly backwards off one of our ferries into deep water. It was being used for mobile ballast to enable the ferry to break the ice in the channel. The driver[and owner!] jumped down for a chat with the crew - apparently without setting the air-brake parking brake. It started rolling; and all they could do was watch it roll, and disappear into the icy depths.
Wouldn't want to chance that at a Fire Scene.
