No, it's part of the Ministry of Emergency Situations of the Belarussian Republic(the acronym MCzS RB can be seen on some of the vehicles). It is not unusual for EE firefighters to wear military-style unifom, it has been the norm for years (in the USSR, Poland, Czechoslovakia). These have now been history in the ex-eastern block EU countries for more than a decade, but little has changed in the former Soviet Union.

PS I don't think the guy's unhappy. Just the contrary.
