The Zastava TurboZeta is a FIAT product, originally produced by OM, which FIAT acquired, and in this case built under license in Yugoslavia. This is probably the six ton GVW version.

These were also used in France when sold as Unic products. BSPP operated several as light pumpers in the seventies and eighties.
