This type of light pumper is typical of the older generation of units built in huge numbers for the thousands of Japanese community volunteer fire companies.

These were - and still are - very compact and carry only a small pump and basic equipment. But they respond to fires in large numbers and focus mainly on protecting exposures and preventing conflagrations in urban areas with tightly-packed wooden homes and other structures. The newer units most often carry a lightweight portable pump rather than having a PTO driven one.

Six, ten, or even fifteen can respond on the first alarm, often alongside full-time crews with more sophisticated equipment, and they typically work closely together to good effect!

Like many countries, over 70% of all firefighters in Japan are unpaid volunteers, even in the largest cities including Tokyo.
