This truck is a Simon-Duplex engine, If i'm to guess, i'll say its late 1980's early 1990's

Mid-1980's Pemfab/Sanford, most likely from a N.Y.State or New Jersey dept.
Pemfab (Pemberton Fabricating, Rancocas, NJ) went out of business in 1997.
Sanford(E. Syracuse, NY) went out of business in early 1990.
