What's the different of Water carrier & Bulk Fluid Carrier?

Just brigades trying to out do each other in terms of names, ie et, hru etc, one upmanship and trying to outdo each other i think as they both carry water and water is a fluid.....

Not true -- a Water Carrier can only carry water. Whereas a Bulk Fluid Carrier can carry water or foam compound.
