In some countries the municipal water authority is responsible for fire hydrant testing and maintenance. I have always thought it a better idea to give this job to fire service personnel, as they are more likely to have a feeling of responsibility to make sure everything is working correctly if and when a fellow member needs to get a hydrant going.
