Interesting that this concept, which is almost exclusively confined to BSPP, has been around in its various iterations for forty years now. No other fire service anywhere seems to have embraced the idea of a combination ambulance and light pumper, even though in many - if not most - countries the fire service is also partly or entirely responsible for EMS coverage.
