Looks like a fairly standard Dutch rescue pumper, with the characteristic extra long suction hoses in the roof mounted storage tubes, which - along with the ground ladders - are on a powered roof rack for easy rapid deployment. The Netherlands has numerous open water sources, and fire services routinely set into them - as they are often even more easily accessible than the nearest fire hydrant.
