As far as I have been able to research the roll-on roll- off container system among fire services, this concept was indeed pioneered in the early 1970s. By the middle of the decade examples were cropping up in several fire services in Germany.

Like this example, these early German WLF trucks were two axle 16 ton chassis. Originally they were limited to two or three containers, as the individual specials they replaced were not all ready to be retired immediately. Now, fifty years later, fire brigades can have more than twenty different types, as exemplified by cities like Amsterdam and Hamburg.

Over the years, the transporters have grown to be mainly tandem axle units in many countries, with four axle chassis quite common nowadays too.
