Unipower did 4X4 conversions, but this does not look like it has been converted, so ???

Yes, 4X4 water tenders were never a big thing in UK municipal and county brigades. There were a very few R type and TK Bedfords and a handful of Mercedes Econics, F series and Varios at various times, as well as one or two Ford D series 4X4 conversions - and a few brigades used ex AFS 4X4 Green Goddesses in different roles as well.

This was quite different in Germany, Austria and Switzerland, where a lot of pumps were and still are quite often 4X4, even in large cities.
