Looks like a front mounted pump, which was not all that unusual on a TTL in the early 1950s, when German fire services were in the early stages of rebuilding their fleets after WWII. This was in a way a “twofer” - a ladder and a pump on the same chassis, but just as in other countries the idea of specifying a pump on a TTL had mostly died out by the 1960s.
Except of course for the Americas, where quint combinations continue to be popular to this day, although I think the reason these days is more to do with staffing constraints than anything else....
