Hamburg has two ELW3 Incident Command Units in addition to 21 ELW1 Station Command Vans.

Usually German fire services identify ELW vehicles as "Einsatzleitung" units in large letters. Either Hamburg does not do this or - as I suspect - this is actually one of their regular buses used for general personnel transport.
