Ed: Pump foam tender supplied to ICI Runcorn. I believe the fire engineering is by the American company EOne and not the British company EmergencyOne. Legend on side says Castner Kellner. This is a Runcorn petro chemical plant. More images here

Several American pump manufacturers and installers manufacture highly customized and even sometimes unique design panels so it is pretty difficult to guess without help from a badge.
