Looks like a rather elderly foam tender. Possibly acquired new, but equally likely to have been bought second hand from a perhaps German or Austrian public, private or airport fire brigade.

Most of these types tended to have big water tanks and not much locker space, but this example seems to be designed to carry a lot of equipment...
