Those are for breakout gate and fence break to enable access to incident site and leaving airfields. Common on airfield appliances.

I was wondering because I remember seeing trucks that looked a lot like this with a locker door in the front panel, and another one with a hose reel - so I thought it might be some creative way of hanging hoses on the front panel for quick deployment...

Rob, that was the Chubb Spearhead, as used by the BAA at Heathrow, Gatwick etc, as you say, very similar looking.

I saw one of these - or something very like it - at Brooklands, and another was at Gatwick, as you mentioned. I guess they weren't too worried about having to gate crash their way out!
