This looks a lot like an updated version of the Iveco tankers we sold to the Kuwait Fire Directorate around ten years ago, when I was MD of the Iveco agency there.

Ours had EMPL bodywork and were also equipped as foam tenders like this one, as they were intended to be stationed at municipal fire houses near oil fields, refineries, oil and petrochemical ports and distribution centers and pipelines - and Kuwait has a lot of all of these!
