Beginning in 2000, STLFD began taking delivery of 30 identical 2nd generation quints, which are manufactured by Smeal Fire Apparatus on a Spartan Gladiator chassis with St. Louis-style cab. The pump is a Hale 8FG 2000gpm with 400 gallons of onboard water. The appliance is powered by a Detroit Series 60—430 horsepower diesel through an Allison automatic gearbox.

Am I right that these new quints now have 75 foot ladders, after St Louis realized that the first generation units with only 55 foot ladders were not very useful in the aerial role?

You are basically correct, the specs were changed in the 2000 order due to the limited range of the 50' telesqurts.
Since then, in 2011, STLFD purchased 9 Spartan/Smeal pumpers, ending the Quint concept. There are 3 types of suppression rigs in STLFD:
Engine Cos. - pumpers w/o aerial
Truck Cos. - Quint w/ 75' aerial
Hook & Ladder Cos. - Quints w/ 100' or more aerial or tower, increased to 6 companies.
No major American city is using the Total Quint Concept.
