I took this at Opa Locka Airport Florida in 1994, no idea what it is, but the aircraft in view is a Zuliana DC8

It is an American La France "Aerial Chief". which was their equivalent to the contemporary British Snorkel. They came in various lengths, and I think this looks like the largest version, which had 95 foot booms. As usual in the US, it carried a full complement of ground ladders as well. It probably dates from the 1970s or 1980s.

Actually a 1970s ALF 1000 series with an 85' Pitman Snorkel boom. ALF stopped manufacture of the Aero-Chief in 1974 and started to use the Snorkel product.
