This one has an access ladder and a basket for the operator, but earlier ones lacked these features - and were operated from the ground by firefighters who tugged on rope lines.
These towers died out when fire chiefs started to realize that they could attach a monitor to the head of an aerial ladder, and use one truck for both roles!
