Lou, can you tell me why there are no registration plates/licence plates on the pumper? And (just quitely) these posts of yours are fabulous!

In the State of Delaware motor vehicles are only required to carry registration plates at the rear of the vehicle. I'll upload some rear view shots tp illustrate. The number 2728, which appears under the left front headlamp is the city vehicle inventory number.
