The inner tubes contain small diameter suction hoses. These are used to access hydrants, in case of low mains pressure. This SOP seems to be something which is found only in the countries of the former USSR.

I forgot to mention that the coat hooks were optional on this generation of ZIL, and usually specified only in southern areas of the USSR!
