I think it what they call the garden tools ie the fire beater, the roof hooks and tools and so on.i think that's what in the box.

It could possibly be water rescue equipment within the box

Rawdon was a line rescue station or still is so poss working at height equipment.

Surely there is room in the lockers for small gear and it would have to be line rescue or similar to give up the 9m ladder

Whatever it is, it needs to be light. Piling heavy items on the roof moves the center of gravity higher and results in potential handling problems.

While this seems obvious, there are loads of photos on this site of fire trucks with far too much weight on the roof!
