Steve, its not an emergency tender.The only information I can find on SDE 49G states it was an A.E.C. Mercury/Merryweather FOT(Foam Tender)and as you state was operated by the Gulf OiL Refinery, Milford Haven.It later went to Petroplus but I know nothing about that company, or when the appliance went out of service and finally into preservation.

I saw this at Crich Tramway Museum on 01/08/2010 and at the time had an information sheet in the window.
"Year of Manufacture 1968.
Purchased by Gulf Oil to be their resident Foam Tender at their Milford Haven Oil Refinery Depot. In use until replaced in 1988/99 ?. After replacement it eventually was going to be scrapped until a local fireman stepped in to save it. This is a unique vehicle as this was the only Merryweather foam tender to be built on an Ergomatic chassis, and has the ability to tilt the cab forward. Has only covered 12, 500 miles from new. A rolling restoration is being carried out."

This vehicle was owned by Neil James from the West Midlands. He may still own it. Neil is most knowledgeable about Leyland Group Ergo-cabbed vehicles and may have all the info. on this one.

I have a photo of VLP931G exactly the same type of appliance for Gulf refinery taken in 1968 outside Merryweather's stores at Greenwich prior to delivery. email me for a copy.

SDE 49G Built by Foamite for Merryweather. This was a replacement for the original VLP 931G that was written off after a short period in service.

Sadly she's not fared well since then. The body appears to have been scrapped and the chassis lengthened and a beaver-tail flat added. The cab has also since been badly butchered about. She was described as Lot 45 - 1968 AEC Mercury on Cheffins Machinery and Vintage Sales You Tube channel in March 2021. Sorry, I can't post a direct link.
