The IFEX system is an ultra high pressure impulse gun, similar in concept to the Cobra system, except that it does not have the cutting feature, as it is designed for outdoor firefighting operations.
The idea is that a blast of tiny water droplets at ultra high pressure provides exceptional cooling effects and result in very low water consumption - thereby providing a unit like this with a small water tank with exceptionally disproportionate fire extinguishing power.
