May have a Leyland pump and/or bodywork, but the chassis looks like a Morris Commercial. These were quite a popular lower-cost fire engine chassis in the 1930s.
Bodywork is by Merryweather. This appliance was at Morris Motors Works in Oxford. Reference - archiver.rootsweb.ancestry.com/th/read/HEDGES-UK/2005-09/1126508842 An Identical appliance, GMB731, was new to Northwich, Cheshire in 1940.
