one of two Hydraulic Platforms of the fire department of Eindhoven,
The Netherlands.
The Hydraulic Platforms are made by DAF (CF75-360) and have three axels and a larger cabin. The bodywork was made by Hilton Engineering BV, Maastricht (The Netherlands).
Most characteristic fact is that these Hydraulic Platforms are able to reach 34 metres.

These European rear-steer trucks are often more manuverable than single rear axle vehicles, and we certainly have many cities which operate tiller trucks for their manuverability, compared to straight tandem axle versions.
Steering axle tandems are very common on aerials and tankers in both Europe and Japan. I wonder if they might show up one day in fire service use here?
