CCD stands for
Continental Contract Developments Ltd, Bruff Business Centre, Suckley, Worcester, WR6 5DR and Swithin St Worcester.

a short lived company from about 1990 that built a few appliance and refurbished airfield machines. A member of the Carmichael family was involved at the start.

The only reason I can think of for a UK air field fire service to buy a rig like this is for the “rapid” part of the RIV concept. These did have very powerful engines which made them relatively fast, but as far as off roading, payload capacity and reliability, well - not so much!
