In fact, the long pre-connected suction hoses were precisely developed so that the pump did not need a tank, as it could be hooked up very quickly to a hydrant, cistern or open water. These were soon ubiquitous - and still are.
This made it much less important to have a water tank, and the restrictions on weight and size meant that to this day most Japanese pumper do not carry any water.
