compare with picture 20485 taken at the great Cynwyd mountain fire 1976 where you will see a similar appliance in operation. I assume these are Carmichael bodies but they might be HCB. Roy is your photo recent as it looks savable.

I think this particular Commer has bodywork by HCB. It has the trade mark HCB flat sides, and rear roofline, and those rear rubber wheel arches which almost all HCB appliances had during that time.
