Possibly this vehicle is an armored firefighting vehicle which is operated by the People Liberation Army (PLA). Note the water tank (possibly) and hose at the rear.
It is an armored firefighting vehicle. Used to extinguish fire at areas where its environment is dangerous for ordinary fire appliances. Also will be used for forest firefighting.

This is probably a conversion of a T55 Tank, which is a Chinese copy of the Russian T62 Main Battle Tank. This looks like a rear view as you can see wing mirrors and headlights toward the rear of the picture, and you can also see the large toolboxes and the engine compartment behind the large drum which is located where the fuel tanks usually are on Russian Tanks. The military colouring suggests a riot vehicle of some sort, rather than a fire fighting vehicle, but I've never seen one of these in books or on the TV. Yes it's a Tank conversion, but I don't know a full answer to it's function. Perhaps if we have any contributors from China, they may be able to help?
