Unknown Fire truck International near Summerland

This former watertender I found in the surroundings of Summerland Canada I found this old Fire truck. It was parked on a private property but I managed to get a picture of it. It's a International 190 built by HUB. It carries the number 4. License plate is 3119 DW. Perhaps anyone who knows were this unit was in service ?

This Tender belonged to the Municipality of the District of Summerland.
I believe it is a 1962(?) International, and was retired from service in 1995. Tough truck to drive - standard transmission, but was equipped with a great two stage hale pump.
