Looks like a former riot police unit ?

The bodywork of this fire engine look like police water cannon than a water tanker.

The Greek Fire Service used "water cannons" for forest firefighting. At times they also were used to back up Police in crowd control. The Greek firemen hated the crowd control duties. This water cannon looks as if it has been specifically set up for the forest firefighting role.

A few years ago I talked to some firemen in Athens, they explained that apart from Riots, they also use these vehicles when there is a fire at football game and in a particular troublesome area of Athens called Excharhia (where the greek riots in 2008 started). They also had a normal firetruck with protective mesh over the windows, for the same reason. Perhaps I could add my picture of it.
