Chassis is Hahn. The unusual graphics are a stylized rendition of the DC municipal flag; DC used this for a number of years but is now back to conventional white-over-red. Truck dates from 70s; note "granny door" retrofitted to rear jump seat. There's a nice website at dcfd.com. Good spparatus shots and action videos.
The old DCFD livery of three red stars and two horizontal red bars on a white background was actually derived from the original British heraldic crest of the Washington family, which was adopted by the city named after George Washington.
