Why does the compartment above the pump locker carry the registration X688 NDN when the registration plate says it is X689 NDN!?

I really wonder if placing all this reading material on the rear locker cover of a fire engine like this is a good idea. Distracted driving is a major cause of road accidents, and all these messages and various graphics are certainly distracting!
