The PHP was, to borrow a Yorkshire expression from my childhood, "neither nowt nor summat".
I have not found a single case where any brigade ever replaced a PHP with another one. Indeed, many were sold off (often to Ireland) after only a few years of service - or else quickly relegated to reserve status.
Reasons:
Too heavy, too slow, too ponderous when it came to handling and cornering, and some had very poor brakes due to all the extra weight.
Limited accommodations for ladders, water tank capacity, hoses and equipment.
The 50 or 55 foot boom was not long enough for it to be useful in a lot of situations, and proved less versatile or useful than either a 50 foot escape or a 45 foot ladder.
It was no substitute for either an 85 foot Snorkel nor a 100 foot ladder.
