Is this unusual for the a Foam Tender to carry water too or is this now common practice? It seems a waste of tank capacity when water can easily be supplied by other appliances, turning this machine into a four axle 'monster'.

It is all about speed. With the on-board water tank this unit can deliver foam as soon as it rolls up to an incident. Some even have "pump and roll" capabilities, like an airport crash tender.

After the water tank capacity has been exhausted, it can still deliver foam with a hydrant, open water or back-up pumper supplying water. A 2000 liter concentrate tank can make over 65, 000 liters of class B foam at a 3% mix rate, which makes a very effective foam. Pumping flat out, this equates to around eight minutes through up to six deliveries!

Under more normal circumstances, it will be able to supply three or four major foam lines for about 15 minutes - which will douse a pretty large fire!

Much of the time, the job can get done with the on-board water tank capacity alone, supplying one or two lines for around five minutes.

This kind of combination is very common all over the world. In certain limited response areas (or in refinery or industrial brigades) with high capacity foam carriers for special major hydrocarbon risks, these indeed do not carry any water. But they are considered principally as backup units - so that regular pumpers and/or foam tenders like this example will most likely be on scene before they arrive...

For this specification and weight, the fourth rear trailing axle is not really needed to support the load - a four axle rig can carry up to 20, 000 liters, but it does actually improve maneuverability because it is a steering axle. In addition, it may be a necessity if the unit has to cross over bridges with limited axle weight loadings - and these are rather common around the Dutch port city of Rotterdam, where this unit is based.
