Several manufacturers offered pump controls on top of the pump, like this example, and some departments still buy these.
The advantages were that the operator was out of the street and had a panoramic view of the incident. Some newer designs also had a cab roof extension which kept him or her out of the weather.
But this design was never very popular: it tended to be an expensive option - and it also meant that the pumper needed to have a longer wheelbase, especially if it had a center mounted engine like this example.
