This is either a Russian ZIL or a very close "Chinese copy"

I did some research and wrote a couple of people and it's a Dongfeng EQ140.

Introduced in 1962, the EQ 140 was indeed closely based on the contemporary Russian ZIL, although in the Maoist era the new manufacturing plant understandably made much of its Chinese originality and locally inspired engineering.

Like the ZIL, it was manufactured as a highly standardized truck range in vast numbers, and intended to be used for a very wide range of military and civilian applications, including fire appliances.

Dong Feng has had a number of joint ventures with western manufacturers in recent years, most notably Volvo trucks.

Just as this unit closely followed ZIL, the ZIL product range was in turn historically modeled on Packard military 6X6 and 4X4 trucks supplied to the Soviet Union in WWII, which numbered in the thousands...
