Note the bumper mounted red beacons. These are designed to give early warning of the vehicles entering intersections. A very good idea, but I suspect they need replacing rather often!

The vans are equipped like Batallion Chief's Cars in the US or ELW1 in Germany, and transport mid-ranking field officers to incidents, along with their drivers and aides. Two or three typically respond to a sructure fire in Tokyo, along with around eight pumpers, three or four aerials and several ambulances.
